The story in Technology Review goes into more detail on how cerium improves combustion efficiency and its danger to humans. Looks like nanotechnology is another issue stumping the EPA as it balances health and economic concerns.

There are quite few metal-based diesel fuel additives being used in Europe right now for the purpose of maintaining particulate filters (which reduce particulate emissions to almost zero). But as far as I know, filters are ALWAYS used with fuel additives because of unknown health impacts of the metallic dust that would be emitted.

The conclusions are somewhat mixed, and they recommend more research.
