Diesel particulate filters to be mandatory in Europe from 2009
The European parliament has voted to make particulate filters mandatory on all new diesel engines beginning in mid-2009. The new rule still has to be endorsed by EU ministers, although that should be no problem as most newly updated diesels are being equipped with the filters already, and they're being phased in the near future. Existing models that are equipped with diesels will be grandfathered until January 2011 and then they have to be upgraded as well. The rule also states that repair information has to be made available to independent repair facilities, in order to ensure that cars are kept in compliance throughout their life cycle. This is an important distinction from when OBD-II were implemented in the US in the mid-1990s. Here third party code readers for OBD-II vehicles did not become available until relatively recently.
