It's a bicycle! It's a shopping cart! It's... uh, I dunno. What is it?
Now this is something that you don't see every day! It looks like this bike has lost a front wheel, but it met up with a shopping cart, so everything's OK. Those extra wheels make this bike a five-wheeler, which is also a new one to me. The idea is that you could ride this machine to the grocery store, detach it for your shopping needs, reattach it and ride back home. Obviously, you would never need to use shopping bags in this scenario. Unless it's raining out - that could be bad.
I feel the need to add here that there are many bike trailers which would really be able to do the same thing, and probably be much easier to ride. But, this option certainly is an attention-getter!

In Cannonball run, it was pretty funny when those guys in the duallie pickup told the motorcycle cop 'No brakes, no brakes!' and then when they really didn't have any brakes, the yolk was really on their faces.
and jumping the train was cool too.

Those casters weren't designed for road use at higher speeds, and would make for a rough ride.
Still, with a few design changes this could work...

I really don't think this guy was being innovative, creative, or really looking for anything but a replacement for his stolen front wheel.
He's doing the two biggest no-nos that any serious cyclist would never do: riding without a helmet, and riding in sandals.

This is remarkably like an improvised version of the Dutch bakfiets, a long-wheelbase bike with a huge cargo bucket in front of the rider:

Grimmex, you're showing your ignorance. Here's a clearly non-serious cyclist riding without a helmet:

And second, no less than three bike-shoe brands (including Shimano) will sell you sandals that can take SPD cleats. They're quite popular among a certain subset of serious cyclists. You can google that one yourself.

OK, if he uses his brake (the only one he has, this nifty contraption is going to scissor and he'll have a face full of cart. Just think, there is nothing hinging the fork to the cart, and he's got a good amount of weight up there.
He's like Nick Rivers, he's gonna learn THE HARD WAY!
