Citroën offering £1,000 rebates for trading in a high-CO2 car

Over in Britain, Citroën is doing their best to draw owners of older, thirstier, CO2-spewing cars for a new low-CO2 model. To help attract customers to their showrooms they are offering up to £1,000 in cash for trade-ins on older cars. The deal applies to particular low emissions models of the C1, C2, C3, C4 and Berlingo van. Unfortunately deals like this are unlikely in the US because most of those low emissions small cars have little or no profit margin here.

(Echo)...why?
This is perhaps the third Blog on here in the last two weeks where an author presents a small, efficient and economical vehicle and then comments to the effect that it "has no value in the USA". What's with all the pessimism? There is a growing market for (keyword) 'quality' smaller cars here, especially true in our crowded urban areas like San Francisco, New York, Chicago, etc. The Mini is currently an excellent example and I'm sure it produces a nice profit for BMW. I'm not familiar with all the small Citroen models, but I'd imagine at least a few of them are nicely appointed?
