2008 Ford Focus qualifies as partial zero emissions vehicle (PZEV) in California

The new U.S.-market 2008 Ford Focus may not offer the diesel engines available to European buyers, but it can produce some exceptionally clean exhaust. Buyers in California can choose a variation that meets the requirements for a Partial Zero Emission Vehicle (PZEV) certification. To get that honor cars must meet the Super Ultra-Low Emissions Vehicle standard, emit no fuel vapors and offer an extra long 15-year, 150,000-mile warranty on emissions equipment. The SULEV emissions standard means the Focus puts out eighty percent fewer smog-forming pollutants than the average new 2007 car. The new Focus may not be the prettiest face on the road, but there's no doubt it goes a long toward eliminating noxious pollutants which is more than can be said for the European diesel engines.

Does the PZEV decrease the Focus's HP? I think it give 132 HP vs. 140 HP with out it, yet it gives the same gas mileage. Is this correct?

Very nice. Now when lean-burn (HCCI) gets here, we'll see if it can match Diesel on efficiency (per unit of energy, not per gallon) too.

I recall reading that this (and other PZEV vehicles) actually clean the air if you drive them in LA. In other words, there are fewer ppm of NOx and other smog forming emissions coming out of the tailpipe than there were going into the intake(obviously, this doesn't apply to CO2).
I'm not sure if that makes me want to smile or cry.
