Can Peugeot's hybrid version of its 208 hybrid get from its home base of Paris to the next month's big auto show in Geneva sipping just three little gallons of petrol? That's what the French automaker may be saying as it gets ready to unveil the 208 HYbrid FE at the <a href="http://green.autoblog.com/geneva-motor-show/">Geneva Motor Show</a>.<br />
<br />
<a href="http://www.autoblog.com/peugeot">Peugeot</a>, which says it's showing off more than 30 models at the Geneva exhibition, has spelled out some details of the 208 HYbrid, and they are impressive. The car can go from 0-60 miles per hour in a brisk sub-eight seconds, while Peugeot has cut the vehicle's weight relative to the standard 208 by about 400 pounds by using lighter, composite materials. The car's also got low-rolling-resistance tires.<br />

The upshot is that Peugeot says the 208 HYbrid FE emits just 49 grams of CO2 per kilometer, and while the automaker's not spelling out fuel-economy figures, that emissions level is equal to that of the <a href="http://www.autoblog.com/toyota/prius+plug-in/">Toyota Prius Plug-in Hybrid</a>, and that car gets about 107 miles per gallon, per the slightly more lenient European standards. And it's about 335 miles from Paris to Geneva. Mon dieu!<br />

Nike single-handedly popularized the term "swoosh." If a new and unexpected project works out as planned, PSA Peugeot Citroen might do the same with "whoosh."<br />

PSA Peugeot Citroen is working on a drivetrain that would hybridize a conventional engine with compressed air in one of the automaker's B-segment compact hatchbacks. The vehicle, which could go into production as soon as 2016, would include a hydraulic pump that allows the car to run in all-gasoline, all-air or combined (aka "hybrid air") modes. The system, which is being developed with Bosch, could offer more than 80 miles per gallon (on the more lenient European driving cycle) without the need for a big hybrid battery. PSA Peugeot Citroen is ultimately looking to develop an air hybrid that would get 118 miles per gallon.<br />
<br />
Additionally, a PSA Peugeot Citroen spokesman tells <em>Automotive News</em> that General Motors may use the air hybrid system as well. Early last year, <a href="http://www.autoblog.com/2012/02/29/gm-buys-7-stake-in-psa-peugeot-citroen-creates-global-platform/">GM acquired a seven-percent stake in PSA Peugeot Citroen</a> as part of an agreement in which the two companies plan to share vehicle platforms and components. In what is likely the largest EV recall ever, <a href="http://www.autoblog.com/mitsubishi/i/">Mitsubishi</a> is recalling about 14,700 electric vehicles worldwide because of a braking issue, <em>Reuters</em> reports.<br />
<br />
Of the recalled vehicles, about 12,300 are <a href="http://www.autoblog.com/mitsubishi/i/">i-MiEVs</a> while 2,400 are Minicab-MiEVs. About 9,000 vehicles are in Europe, and some are badged as PSA Peugeot iON and Citroen C-Zero models, says <em>Reuters</em>. It's not clear if the US version of the i is also affected, but there is not yet a recall notice on the National Highway Traffic Safety Administration (NHTSA) website.<br />
<br />
The recall stems from a faulty electric brake pump that's supposed to send air to the brake booster, and the repair is said to take about 30 minutes. About 27,000 Mitsubishi i-MiEVs and i models have been sold since the model debuted overseas in mid-2009, meaning that about 45 percent of those vehicles are subject to the recall.<br />

Mitsubishi sold only 588 units of the i in the US last year, fewer than the limited-production <a href="http://www.autoblog.com/ford/focus+electric/">Ford Focus Electric</a>. More recently, <a href="http://www.autoblog.com/2013/01/23/consumer-reports-ford-fusion-fun-but-flawed-mitsubishi/"><em>Consumer Reports</em> reviewed the Mitsubishi</a> and critiqued it for its lack of pep and cheap-looking finishes, among other things.<br />
<br />

<a href="http://www.multicity.citroen.fr/">Multicity</a>, the vehicle-rental service launched last year by French automaker <a href="http://www.autoblog.com/citroen/">Citroen</a>, has branched out into the peer-to-peer car-sharing industry, becoming the first of such services in Europe, <em>Automotive News</em> reports.<br />

Citroen, the sister company of Peugeot, is specifically opening up its Multicity service to car owners as a de-facto way for prospective younger consumers to test-drive its models. Citroen joins General Motors (through <a href="http://green.autoblog.com/2012/07/18/onstar-vehicles-now-ready-for-car-sharing-through-relayrides/">RelayRides</a>), Daimler's <a href="http://www.autoblog.com/smart/">Smart</a> division and <a href="http://www.autoblog.com/bmw">BMW</a> as automakers that have launched peer-to-peer car-sharing services.<br />
<br />
Citroen debuted Multicity in early 2011. French Minister of Industrial Renewal Amaud Montebourg wants his nation to be considered the world's electric-vehicle leader. "France can guide the electric revolution. We want electric vehicles to be for everyone," he said during the <a href="http://green.autoblog.com/2012/09/25/electric-odyssey-travels-around-the-world-in-300-charges-15-500/">recent welcome-home ceremony</a> for the Citroen C-Zero driving team that finished an eight month, 15,535 mile road trip on $300 worth of electricity, the <a href="http://green.autoblog.com/tag/electric+odyssey/">Electric Odyssey</a>.<br />

Citroen is displaying its DS3 electric concept car and its <a href="http://green.autoblog.com/2012/06/26/ultra-cheap-citroen-c-zero-electric-car-sells-out-in-24-hours/">C-Zero</a>. Peugeot will show the iOn, sister to the C-Zero and <a href="http://autoblog.com/mitsubishi/i">Mitsubishi iMiEV</a>. Two startup makers will also show their wares - Mia is displaying small EVS and Courb will bring its C-Zen.<br />

Government incentives are available to move this vision forward. For example, there is a $9,100 tax credit available for the Renault Zoe, which brings the price down to the level of the Renault Clio or Peugot 208, Montebourg said. The question the French government and auto industry needs to have answered is similar to other locales, such as California and Washington, D.C.: what will it for EVs to take root?<br />
<br />
The Ministry of Industry Renewal will be announcing increased consumer incentives to buy EVs, including free parking, free passage on urban toll roads and financial aid for installing recharging stations. The French government is following a similar path as the state of California, having pushed for the technology in the 1990s. Back then, in France, Peugeot-Citroen and Renault converted 10,000 small cars to electric power before the experiment petered out. Limited range from lead-acid batteries, high prices and lack of charging stifled the plug-in revolution. Now, with the tax credit making these cars more attractive to consumers, it looks like charging infrastructure remains the largest hurdle.<br />
<br />
The government is pushing for infrastructure development through various methods, such as meeting with local governments to assist with the installation of public charging stations and changing regulations on underground parking garages in apartment complexes to make installations viable.<br />
<br />
One of the hurdles for infrastructure development is deciding on what type of plug to use for fast charging. The government has committed to making its decision in the next few months, even though the plug-in industry <a href="http://green.autoblog.com/2012/05/23/gm-strikes-out-against-chademo-dc-fast-charging/">doesn't know itself</a>. And now for some good news for a company that can use it.<br />
<br />
<a href="http://www.autoblog.com/peugeot">Peugeot</a> says it has boosted the fuel economy of its 3008 HYbrid4 crossover diesel hybrid by about 30 percent while cutting its greenhouse-gas emissions by about eight percent.<br />
<br />
The French automaker has upgraded the motor software systems to that, starting this month, the hybrid - fitted with low rolling resistance tires - will get 80.7 miles per gallon per combined on the more forgiving (compared to America's) European driving cycle, up from the 61.9 mpg for the version that <a href="http://green.autoblog.com/2011/09/08/peugeot-3008-hybrid4-now-on-sale-in-europe/">went on sale in Europe</a> about a year ago.<br />
<br />
Additionally, greenhouse-gas emissions are down to 91 grams per kilometer, from 99 g/km. For 3008 HYbrid4's with regular tires, fuel efficiency is up to 74.3 mpg. Peugeot started selling the crossover hybrid last September. The model pairs a 163-horsepower inline-four-cylinder diesel engine with a 37-horsepower electric motor.<br />
<br />
The positive news follows up some not-so-sunny developments for the automaker, which later this month will be <a href="http://www.autoblog.com/2012/09/11/peugeots-woes-worsen-company-to-be-delisted-from-cac-40-stock/">de-listed</a> from France's benchmark stock index, the CAC 40. <a href="http://www.autoblog.com/peugeot/">Peugeot</a> has announced the details for its new all-electric and practical utility van and says the model will go on sale by next June. It's even got a friendly name, the Partner Electrique. <br />
<br />
The Partner Electrique uses two lithium-ion battery packs with a total capacity of 22.5 kilowatt hours, delivers about 66 horsepower and has a 100-mile single-charge range. The van can be ordered in two lengths, (L1 at 4.38 meters or L2 at 4.63 m), which offer load volumes of up to 3.3 cubic meter for L1 or 3.7 cubic meters for L2. The batteries can be fast-charged up to 80-percent capacity in 30 minutes. A charge from a normal (European) outlet takes six to nine hours. The Partner Electrique also gives buyers the option to either buy or lease their batteries.<br />
<br />
The vehicle launch marks the continuation of Peugeot's greenhouse-gas emissions efforts, which has resulted in cutting the company's average new-vehicle emissions by about five percent during the past two years. Now, <a href="http://autoblog.com/mitusbishi">Mitsubishi</a> has decided that it's not worth it to build the electric vehicles for PSA any more.<br />
<br />
<em>Automotive News</em> reports that overall slow sales of the two electric cars - for the first half of 2012, 852 Ions and 935 C-Zeros were sold - mean an indefinite hiatus for the European jellybeans. A Mitsubishi representative told <em>AN</em> that, "This is a matter of PSA adjusting its orders to market demand. ... Our production total is lower than what we had originally hoped for." The Ion and C-Zero are both <a href="http://www.autoblog.com/2009/09/08/frankfurt-preview-peugeot-ion-is-french-for-mitsubishi-imiev/">rebadged versions</a> of the i-MiEV that Mitsubishi makes in Japan.<br />

Christine Jew, senior specialist, product communications, for Mitsubishi Motors North America, told AutoblogGreen that, "Yes, supply to PSA has been temporarily suspended, however production and sales of i-MiEVs around the world continues as usual. That's what Rita Forst, head of development at <a href="http://www.autoblog.com/gm/">General Motors</a>' Opel division, seemed to be saying when discussing the possibility of GM and PSA <a href="http://www.autoblog.com/category/peugeot/">Peugeot</a> Citro&euml;n sharing advanced-powertrain trade secrets.<br />

Speaking at an automotive industry conference in Munich last week, Horst said she "can't imagine" GM giving Peugeot tips on its <a href="http://www.autoblog.com/chevrolet/volt/">Chevrolet Volt</a> extended-range plug-in in exchange for Peugeot's disclosures about its <a href="http://green.autoblog.com/tag/3008+hybrid4/">3008 Hybrid4 diesel hybrid</a>, Reuters reports.<br />

In February, <a href="http://www.autoblog.com/2012/02/29/gm-buys-7-stake-in-psa-peugeot-citroen-creates-global-platform/">GM agreed to acquire 7 percent of PSA</a> in a collaboration that would allow the U.S. and French automakers to share midsize vehicle and crossover platforms and cut costs by combining component purchases. GM estimated that the alliance would eventually save the company $2 billion a year.<br />

Last month, Opel said its <a href="http://www.autoblog.com/opel/ampera/">Ampera</a>, the Volt's sister vehicle, accounted for more than 20 percent of all electric vehicle sales in Europe, <a href="http://green.autoblog.com/2012/06/30/ampera-is-europes-best-selling-passenger-ev/">making it the best-selling EV on the continent</a>. <a href="http://autoblog.com/bmw">BMW</a> has announced, according to <em>Bloomberg</em>, that it is ending its partnership with PSA <a href="http://www.autoblog.com/category/peugeot">Peugeot</a> <a href="http://www.autoblog.com/category/citroen">Citro&euml;n</a> just eight months after the <a href="http://green.autoblog.com/2011/10/27/bmw-peugeot-citroen-electrification-joint-venture-officially-lau/">agreement to collaborate on fuel-efficient vehicles</a> was announced.<br />

Recall that the dual-headed French automaker recently <a href="http://www.autoblog.com/2012/03/28/peugeot-suggests-expansion-of-ties-with-gm-into-other-segments-a/">shacked up</a> with <a href="http://autoblog.com/tag/gm">General Motors</a> - causing BMW to <a href="http://green.autoblog.com/2012/06/27/bmw-gm-end-talks-about-cooperating-on-fuel-cells/">halt its fuel-cell-development talks with GM</a> - to co-develop future technologies, and BMW announced its intentions to <a href="http://green.autoblog.com/2012/06/25/bmw-toyota-mulling-expansive-partnership-for-fuel-efficient-veh/">work more closely</a> with <a href="http://autoblog.com/toyota">Toyota</a>. Reading between the lines, it seemed as if BMW and PSA Peugeot Citro&euml;n were content to go their separate ways.<br />
<br />
The bits and pieces of the BMW Peugeot Citro&euml;n Electrification partnership that have already moved forward will be enveloped by BMW, though it's still unclear what will happen to the joint venture's employees. Say hello to the latest diesel hybrid, the new <a href="http://green.autoblog.com/category/peugeot/">Peugeot</a> 508 <a href="http://green.autoblog.com/tag/HYbrid4/">HYbrid4</a>.<br />

This is the third body style to feature the automaker's HYbrid4 technology, the others being the <a href="http://green.autoblog.com/2011/10/25/citroen-diesel-hybrid4-ds5-sales-predictions/">DS5</a> and the <a href="http://green.autoblog.com/2009/01/18/peugeot-3008-crossover-to-get-hybrid4-technology-in-2011/">3008</a>. The four-wheel-drive diesel-electric spits out just 95 grams of CO2 per kilometer, Peugeot says, from a 2-liter HDi diesel engine that offers 120 kW (163 horsepower) alongside a 27-kW (37-hp) electric motor. That's the same set-up that has been the heart of the HYbrid4 powerplant <a href="http://green.autoblog.com/2009/01/18/peugeot-3008-crossover-to-get-hybrid4-technology-in-2011/">since the system was launched in 2009</a>.<br />
<br />
If you're more used to mpg numbers than CO2/km, that's about equivalent to 65 miles per U.S. gallon. The car also has an all-electric mode, alongside "Auto," "Sport" and "4WD," but details on this option were not disclosed. Price, too, has not yet been revealed. The <a href="http://www.autoblog.com/tag/changan/">Changan</a> Automobile Group Co. is <a href="http://www.green.autoblog.com/2007/12/14/chinas-changan-autos-first-hybrid-model-jiexun-hev/">no stranger to working on hybrids</a>, but it is going to look for help from PSA <a href="http://www.autoblog.com/category/peugeot/">Peugeot</a>-Citro&euml;n to develop more hybrids and all-electric vehicles. Changan is also <a href="http://www.green.autoblog.com/2011/01/14/lg-chem-signs-lithium-ion-battery-deal-china-changan-auto/">working on EVs with LG Chem</a>, so the signs are pointing to a strong commitment to plug-in powertrains in China.<br />

According to <span id="complete_post_src" style="display: inline;"><span id="complete_post_src0"><a href="http://mobile.bloomberg.com/news/2011-11-20/psa-peugeot-changan-to-develop-evs-hybrids-in-china-correct-">Bloomberg</a>, the French and Chinese companies would jointly make the electrified cars in China, but which models would be </span></span>the battery bump is not yet public (if it's even been decided). The companies <a href="http://green.autoblog.com/2011/02/02/bmw-psa-make-hooking-up-on-hybrids-official/">signed a memorandum of understanding</a> in February of 2011, and have now made the union official. A total of 100 million euros is being invested in the joint venture right off the bat, and 400 employees will be put to work at a new Research and Development Center in Munich by the end of 2011.<br />
<br />
Until 2015, when production of actual electric and hybrid vehicle components gets underway at a facility in Mulhouse, France, expect the European automakers to work closely together on future fuel efficient technologies and strategies.<br />

Diesel propulsion isn't anything new in <a href="http://www.autoblog.com/tag/le+mans">Le Mans</a>-class endurance racing. Hybrids are still a rarity, but even when <a href="http://www.autoblog.com/2011/10/14/toyota-returning-to-le-mans-with-hybrid-lmp1-car/">Toyota returns to Le Mans</a> with a hybrid LMP1 next year, it won't be alone. That's because <a href="http://www.autoblog.com/category/peugeot/">Peugeot</a> is preparing to chart new territory with the 908 <a href="http://www.autoblog.com/tag/hybrid4/">Hybrid4</a>.<br />

The latest evolution of the 908 prototype incorporates a competition version of PSA's Hybrid4 system, which uniquely pares a diesel engine with electric assist. We <a href="http://www.autoblog.com/2011/03/02/2011-peugeot-908-hybrid4-geneva-reveal/">first saw the new racer</a> in Geneva last March, but the 908 Hybrid4 has now undergone its first shake-down test at the Estoril track in Portugal that once hosted the Portuguese Grand Prix and continues to host the Six Hours of Estoril in the Le Mans Series.<br />

Here in the States, the <a href="http://www.autoblog.com/toyota/prius/">Toyota Prius</a> is the <a href="http://green.autoblog.com/2011/10/03/hybrid-vehicle-sales-slip-in-september-2011-prius-tops-chart-ag/">reigning hybrid sales champ</a> and the <a href="http://www.autoblog.com/nissan/leaf/">Nissan Leaf </a><a href="http://green.autoblog.com/2011/10/03/nissan-leaf-still-beats-chevy-volt-in-september-2011-u-s-sales/">dominates the plugged-in segment</a>, but the electrified vehicle industry picture is quite different over in France.<br />
<br />
Sales of hybrid vehicles in France shot up by 46 percent in September of 2011, grabbing 0.8 percent of the total automotive market. On top, with 455 units sold in September, was the <a href="http://www.autoblog.com/tag/honda+jazz+hybrid/">Honda Jazz Hybrid</a>, followed closely by the <a href="http://green.autoblog.com/tag/toyota+auris+hybrid/">Toyota Auris</a> at 380 units and the Prius at 139 units.<br />

Meanwhile, electric vehicles captured less than 0.2 percent of the sales pie. September's plug-in sales over in France included: 109 <a href="http://green.autoblog.com/tag/fluence">Renault Fluence Z.E.</a>, 51 <a href="http://green.autoblog.com/tag/bluecar/">Bollor&eacute; Bluecar</a>, 62 <a href="http://green.autoblog.com/tag/peugeot%20ion/">Peugeot iOn</a>, 39 <a href="http://green.autoblog.com/tag/citroen+c-zero/">Citroen C-Zero</a>, 17 Nissan Leaf, 13 <a href="http://green.autoblog.com/tag/mia/">Mia</a> and 10 <a href="http://green.autoblog.com/tag/smart+fortwo+electric+drive/">Smart Fortwo Electric Drive</a>.<br />

At the <a href="http://www.autoblog.com/frankfurt-auto-show/">2011 Frankfurt Motor Show</a>,PSA <a href="http://www.autoblog.com/category/peugeot/">Peugeot</a> <a href="http://www.autoblog.com/category/citroen/">Citroen</a> and <a href="http://green.autoblog.com/tag/general+electric">General Electric</a> signed an agreement that calls for the co-development of e-mobility in Europe. The non-exclusive agreement, will see GE Capital lease Peugeot and Citroen electric vehicles across most of Europe. This deal follows <a href="http://green.autoblog.com/2010/11/11/officially-official-general-electric-ordering-25-000-electric-v/">GE's shocking announcement in November 2010</a> that it would be buying 25,000 plug-in vehicles for its and it's partners' fleet. GE says it's looking to buy up to 1,000 electric vehicles from PSA Peugeot Citroen by the end of 2015 and that it will lease those battery-powered rides to fleets across Europe.<br />
<br />
Both GE and PSA Peugeot Citroen intend to cooperate on the creation of an Electric Vehicle Customer Experience Center in France. GE Energy's Industrial Solutions will supply and deploy charging stations, including <a href="http://green.autoblog.com/tag/wattstation/">WattStation</a> residential and commercial units.<br />

PSA Peugeot Citroen has been manufacturing and selling electric vehicles since 1995. The limited edition <a href="http://green.autoblog.com/tag/peugeot+508+rxh/">Peugeot 508 RXH</a> diesel-electric hybrid has been officially unveiled at the 2011 <a href="http://www.autoblog.com/category/frankfurt-auto-show/">Frankfurt Motor Show</a>. Only 30 of the limited edition, through-the-road hybrids will be built, so scoring one may prove incredibly difficult. Peugeot says the limited edition wagons will be sold first-come, first served and the automaker has targeted March of 2012 for the first deliveries.<br />

Priced at &pound;36,000 ($56,912 U.S. at the current exchange rate, but inclusive of the UK's sizeable Value Added Tax), Peugeot says the limited edition 508 RXH features Copper metallic paint, leather and alcantara upholstery, xenon headlamps, heated seats, a hi-fidelity JBL stereo and distinctive 18-inch alloy wheels.<br />
<br />
Featuring four-wheel drive thanks to Peugeot's <a href="http://green.autoblog.com/tag/hybrid4/">HYbrid4</a> technology, all 508 RXH wagons come packing the automaker's 2.0-liter HDi diesel engine along with a 28-kilowatt (38-horsepower) electric motor. This system, identical to the one found in <a href="http://green.autoblog.com/2010/08/23/peugeot-launches-3008-hybrid4-worlds-first-production-diesel-t/">Peugeot's 3008 Hybrid4</a>, makes the 508 RXH a so-called "through-the-road" hybrid vehicle, where the two powertrains each move an axle independently. Combined, the diesel-electric hybrid drive unit delivers up to 147 kW (200 horsepower) and cranks out 332 pound-feet of torque.<br />

<a href="http://www.autoblog.com/tag/peugeot">Peugeot</a> has officially started taking orders for its diesel-electric 3008 HYbrid4 over in Europe. Priced from &pound;26,995 ($43,659 U.S. at the current exchange rate) in the UK, the world's first production diesel through-the-road hybrid seems a decent value.<br />
<br />
The mid-size crossover uses a system that consists of a 163-horsepower 2.0-liter inline-four diesel engine driving the front wheels and a 37-horsepower electric motor powering the rear axle, which operates independently of the 3008's internal combustion drivetrain. This is known as a "through-the-road hybrid." Peugeot says the 3008 HYbrid4 returns a remarkable 61.9 miles per gallon (U.S.) on the European combined driving cycle fuel consumption and spits out CO2 emissions at a rate of 99 grams per kilometer.<br />

This MoU includes promotion of electric vehicles and their related infrastructure, as well as work on reducing the region's level of CO2 emissions and increasing energy efficiency in Kaluga.<br />

Though the MOU doesn't specifically call for Mitsubishi to deploy its electric <a href="http://green.autoblog.com/tag/imiev/">i-MiEV</a> in Kaluga, we'd assume that's in the works too. With a prohibitively expensive retail price of 1,799,000 rubles ($61,997 U.S. at the current exchange rate), we don't think the i-MiEV will be flying off dealer lots anytime soon.
