London parking authority setting fees based on CO2 emissions

A couple of years ago the city of London, England began charging a congestion tax on cars coming into the city, as way of cutting down on the insane amount of traffic, particularly in the central part of the city. Now the local parking authority in the Lambeth section of London is looking at a new way of promoting more efficient vehicles.
