Detroit 2009: Chrysler pulls a 200C EV surprise; new PHEV concept has 40-mile range

After we were spoiled the Dodge Circuit last night, it wasn't exactly a surprise to see it on the Chrysler display stand this afternoon (still, we'll have a brief write-up, pics and a video for you in a little bit). What was a surprise was this new 200C EV Concept that drove up on stage.
