Back in 2006, Senators Tom Harkin (D-IA) and Richard Lugar (R-IN) proposed legislation to consider building an ethanol pipeline in the U.S. That plan didn't go very far, but Senator Lugar didn't turn his back on ethanol - in a speech in early January, he said that cellulosic ethanol was one of many alternative to oil that should "receive the highest priority within the [next Presidential] Administration."
